In late July, the State Health Planning Commission issued the Circular on the Establishment of Social Organizations to Participate in AIDS Prevention and Control Fund, clearly pointing out that with the approval of the State Council, the State establishes a Fund for Social Organizations to Participate in AIDS Prevention and Control (hereinafter referred to as the "AIDS Prevention Fund").
According to the "Regulations for Social Organizations to Participate in the Management of AIDS Prevention and Control Fund (Interim)" issued at the same time, social organizations can apply for project funds to carry out AIDS prevention projects, and will have the opportunity to participate in the management of AIDS prevention fund.
"2015 social organizations to participate in AIDS prevention and control fund project application guide" has been issued, the project application requirements by August 19, 2015 unified submission.
Enterprises, social organizations and individuals
Ai Prevention Fund is a national public welfare special fund, which adopts diversified financing methods from the following sources: central financial allocation; donations from enterprises, institutions, social organizations and individuals at home and abroad; free assistance from international organizations and foreign governments; and funds raised by other legal means. At present, the central government has invested 50 million yuan in start-up funds.
In terms of management, the National Health and Family Planning Commission, the Ministry of Finance and the Ministry of Civil Affairs jointly set up the Fund Management Committee (hereinafter referred to as the Fund Committee), which consists of three departments and representatives of major donors.
The fund committee appoints national associations as fund management units and establishes an office of the Fund Committee (hereinafter referred to as the fund office). The management fee of the fund office shall not exceed 6.5% of the total expenditure of the current year, which shall be mainly used for staff salary and welfare, office expenditure and work expenditure such as evaluation, management and supervision.
The fund office is responsible for compiling the annual plan, publishing the annual project application guidelines, accepting applications, organizing expert review and determining the evaluation results, signing agreements, appropriating funds, guiding the implementation of projects, inspection and evaluation and other specific work.
On July 13, the Chinese Preventive Medicine Association has published the "2015 Social Organizations to Participate in AIDS Prevention and Control Fund Project Application Guidelines".

Training base can be applied
The fund carries out project management and adopts the methods of publishing project application guidelines, accepting applications, reviewing and examining to determine supporting projects. Registered and unregistered social organizations have the opportunity to apply.
Social organizations registered with the civil affairs department and social organizations nurturing bases determined by the civil affairs and health and family planning administrative departments may apply for projects funded by the fund.
The unregistered social organizations (including those already registered in the civil affairs department) can apply for projects through the social organizations'cultivation bases and receive the guidance and management of the social organizations' cultivation bases.
The training bases for social organizations shall be determined by the provincial Civil Affairs and health and family planning administrative departments in accordance with the local actual conditions and shall be announced to the public in a timely manner.
The project application organization shall submit a written application within the prescribed time limit in accordance with the annual project application guidelines and shall be responsible for the authenticity of the application materials. The project application shall be submitted step by step by the disease prevention and control institution. The disease prevention and control institution shall submit the project application and the summary opinions to the fund office according to the local AIDS prevention and control plan, the needs of the prevention and control work, the social organizational ability and credibility, etc. National social organizations can submit project applications directly to the fund office.
2015 project deadline August 19th
According to the "2015 Social Organizations to Participate in AIDS Prevention and Control Fund Project Application Guidelines", the 2015 fund project implementation cycle is one year, project applications are required to be submitted uniformly by August 19, 2015, the date is to send a postmark.
It mainly supports the activities of social organizations in the following areas:
First, intervention for high-risk groups. Support social organizations to provide health education, condom and lubricant distribution, STD diagnosis and treatment, referral to drug maintenance treatment, and cleaning needle exchange services at least once a year for people at risk of HIV infection (e.g. women with disabilities, men who have sex with men and drug users, etc.) at least once a quarter AIDS testing is referred to or assisted in testing and standardized consultation before and after testing.
Second, follow up management and care assistance for infected persons and patients. Supporting social organizations to provide health education, safe sex promotion, psychological support and treatment compliance education at least once a quarter for infected persons or patients, mobilizing infected persons and their spouses/sexual partners to receive at least one test every year, and providing CD4 testing referrals at least once a year for those infected without antiviral treatment, Viral load testing referrals are provided at least once a year for those infected with the drug, and face-to-face services are provided at least twice a year.
According to the requirements of the management measures, after the successful application, the applicant organization shall carry out its work in accordance with the entrustment agreement and the project implementation plan, complete the original records of the implementation of the projects funded by the fund, and submit a report on the progress of the projects and the use of the funds to the fund office every six months through the provincial (prefectural, municipal) disease prevention and control institutions.
